A meeting of Dunholme Parish Council was held on Monday 5th February 2024 at 7:30pm in the Jubilee Room of the Village Hall.

24/02/01              Chairman’s remarks

                              The Chairman welcomed everyone to the meeting

 

24/02/02              To receive apologies and reasons for absence

Proposed Cllr Ms Keetley, seconded Cllr Seal and agreed by all to accept apologies and reasons for absence from Cllr Plowman.

 

24/02/03              To receive and decide upon applications for co option onto the Parish Council

Proposed Cllr Seal, seconded Cllr Ms Keetley and agreed by all to accept the application for co option onto the Parish Council from Mrs Julie Guest.

 

24/02/04              Disclosure of pecuniary interests

Cllr Seal declared an interest in agenda item 24/02/08a as a volunteer and 24/02/10 as a member of St Chads PCC.

 

24/02/05              Notes of the Council Meeting held on 8th January 2024 to be approved and signed as minutes

Proposed Cllr Mrs Forrester, seconded Cllr Seal and agreed by all to approve the minutes of the last meeting as a true record of events.                               

 

24/02/06              Accounts and Finance

  1. To receive a grant application form from Welton Rural District Girlguiding for a donation towards member PGL trips and decide accordingly

Proposed Cllr Ms Keetley, seconded Cllr Mrs Forrester and agreed by all to grant £240 to Welton Rural District Girlguiding towards their PGL visit.  As this is of a benefit to residents of the village, this was agreed under Section 137.

24/02/07              To review and adopt the following policies and procedures:-

                              Proposed Cllr Mrs Forrester, seconded Cllr Ms Keetley and agreed by all to adopt the following policies:-

  1. HR and Staff Support Policy
  2. Equality and Diversity Policy
  3. Dignity at Work Policy

 

24/02/08              Parish Council Building and Assets

  1. To receive an update on the proposed new play area on Honeyholes Lane, including funding for the project

It was agreed to wait until after the FCC panel meet before any further funding is looked into.

  1. To discuss and take any necessary action regarding maintenance required to the village play areas

A quote has been received from AKO Maintenance regarding the repointing of the playareas. 

Proposed Cllr Mrs Forrester, seconded Cllr Ms Keetley and agreed by all to accept a quote for the replacement of Log Rolls on the Multi Unit for £397.90.

Cllr Pache will request a site meeting with AKO Maintenance to discuss the proposed work to the play area flooring before a final decision is made.

  1. To receive an update on the village hall and Bowls Club progress

Proposed Cllr P, seconded Cllr Mrs Forrester and agreed by all to accept a quote from Greystone Design for £29,850 for the project management regarding planning stages and building project management for the extension/reformatting of the village hall and Dunholme District Indoor Bowls Club.

It was agreed by all to use the reserve money earmarked for a new Parish Council office as this will be incorporated into the new layout of the buildings.

  1. To discuss and take any necessary action regarding the gate and barrier entrance to the Football Pitch area

Proposed Cllr Seal, seconded Cllr Ms Forrester and agreed by all to accept a quote from AKO maintenance for £175 for the maintenance required to reset the post at the barrier entrance to the football field.

 

24/02/09              To discuss and submit any comments regarding planning applications received

                              None received

 

24/02/10              To discuss and take any necessary action regarding the annual village fete, including the Parish Council attendance and sponsorship of the brass band and bouncy castle for the event

Proposed Cllr Mrs Forrester, seconded Cllr Ms Keeltey and agreed by all to pay for the brass band and bouncy castle for the village fete at a cost of £600.  This has been paid under Section 104 for community engagement.

Attendance at the event was agreed by all.  A budget of £250 was set to purchase z boards for the display of Parish Council information.

 

24/02/11              Village Maintenance

  1. To discuss and take any necessary action regarding village maintenance needed around the village
  • The Clerk will contact LCC regarding damaged tree opposite Dunholme St Chads School and the maintenance required to the footpath on Ryland Road from the school to Roselea Avenue – needs to be cleaned following recent flooding.
  • Agreed Cllr Pache will be the named contact for the village maintenance and grass cutting contract.
  • The Clerk will contact the Road Safety Partnership regarding the poor lighting at the Scothern Road/A46 junction.
  • A site visit has taken place regarding the Watery Lane junction – new signs will be erected by LCC Highways. Information was to be gathered as to if road signage was available.
  • Dog Pooh to be put in Dunholme News again.
  • Agreed for the Clerk to purchase flat pack dog pooh bags for the dispensers.
  • Gate off Manor Way needs repairing – the Clerk will contact Highways to repair.
  • A46 fencing needs repairing – the Clerk will contact Highways.

 

24/02/12              To agree to close the meeting to Press and Public

Proposed Cllr Mrs Forrester, seconded Cllr Ms Keetley and agreed by all to close the meting to press and public to discuss lease content.

 

24/02/13              To discuss and take any necessary action regarding the DDIBC lease

                              Enquiries have been made regarding costs for the renewal costs of a leave review.
